The Council of Beijing Normal University-Hong Kong Baptist University United International College was established in 2005. The UIC Council is the highest administrative decision-making body of the College and oversees major College matters.

The Council consists of 11 members, including 1 Chairman responsible for convening and presiding over the Council meetings, and 1 Secretary responsible for Council meetings preparation, taking follow-up actions on Council resolutions/discussions, and involving Council members in major events of the University.

The Council normally meets twice each academic year. When the Council is in recess, the Secretary is responsible for the daily administration of the Council, which is within the remit of the UIC President and College Office.
