1. Preamble

Panopto’s video platform is being used in UIC to promote interactive teaching and learning activities. Panopto is effective in terms of archiving and reusing contents, learning reflections, and as a platform to drive pedagogical innovations.

The purpose of this set of rules and regulations is to inform the best practices of using the self-service video production and publication in UIC through a clear definition of the scope of services, and the rights and responsibilities of stakeholders concerned.

2. Declaration and revocation of Self-Service Video Production and Publication

Subject to:

  • Declare any hardware, software, applications, services and platforms to be the UIC official Self-Service Video Production and Publication; and
  • Revoke any hardware, software, applications, services and platforms to be the UIC official Self-Service Video Production and Publication;

from time to time upon approval from the Information Technology Committee and the E-Learning Sub-Committee under the Teaching and Learning Policy Committee.

3. Scope of the Service

For the avoidance of doubt, the following requests are not to be entertained:

  • The production of high-quality video good for demonstration purpose.
  • The use of service for non-teaching and learning activities or disseminating materials violating the laws and/ or regulations, particularly on copyright.
  • Post-production of content, unless the purpose of editing is to 1) preserve the accuracy of information; and 2) the nature of editing is straightforward. Request for post-production for visual and artistic effects is to be explicitly denied.

4. Rights of users

After the application

1)    Receive a notification to acknowledge the receipt of application in written or verbal manner.

2)    Receive the result of application in a timely manner as stipulated in the service pledge in written format, and the mechanism to lodge an appeal if the user is unhappy with the decision.

3)    Confirm the requirements, resources and service to be delivered, and additional conditions to be observed if any.

4)    Conduct on-site testing and/ or rehearsal before the recording, if necessary.

5. Responsibilities of users

Users have the following responsibilities with respect to the service request:

Before the application

1)    Allow ITSC sufficient time to process the application according to the time specified in the service pledge.

2)    Acquire the resources according to ITSC’s guidance

3)    Provide ITSC with at least one contact person who will be responsible for the application

4)    Ensure that the multimedia content is used for the approved purpose.

5)    Ensure that the multimedia content does not violate the laws and regulations, particularly on copyright.

During and after the event

1)    Station staff on-duty to operate the equipment according to the conditions of service

2)    Inspect the video output and inform ITSC in case any irregularities are found.

3)    Keep record of a hyperlink of the output.

At any times, the user should not produce, copy, distribute, or transmit information that:

1)    Opposing the basic principles established by the constitution;

2)    Endangering national security, leaking state secrets, subverting the state power, undermining national unity;

3)    Harm the national honor and interests;

4)    Inciting ethnic hatred, ethnic discrimination and undermining national unity;

5)    Undermine the state's religious policies, promote the cult and feudal superstition;

6)    Spread rumors, disrupt social order and undermine social stability;

7)    Spreading obscenity, pornography, gambling, violence, murder and terror or abetting crime;

8)    Insult or slander others, infringe upon the legitimate rights and interests of others;

9)   Violating the intellectual property rights, e.g., copyright;

10)  Other contents prohibited by laws and administrative regulations.

If such content is found, the Director or his delegate has the authority to remove the content from the service. The user is responsible for any loss incurred by the reasonable action taken.
